WMAM Executive Committee Term 2024/2026

Ho De Leong held various positions from Resident Engineer to General Manager in charge of various water supply projects after graduating from the UK in 1980.  After leading the Consortium to a successful tender for the National Privatization of Solid Waste Management and Public Cleansing Services in 1995, he was appointed Chief Operating Officer of Solid Waste Management Environment, which awarded the concession the management of solid waste and public cleansing services in 27 local authorities in the Southern Region of Malaysia.  In 2019, he was appointed as the CEO of SWM Environment. He is also the co-founder and Chairman of the Waste Management Association of Malaysia (WMAM) and has been actively involved in promoting proper waste management through WMAM.  On top of all before Ho is also the Board Member of ISWA since 2014, where he leads the Regional Development Network, currently named Regional Chapter, for Asia Pacific region. In 2015, he led WMAM to a successful bid to host the ISWA World Congress in Kuala Lumpur in October 2018, which was a success.

Chairman: Mr. Ho De Leong

Vice Chairman: Datuk Mohammed Saffian Omar

Datuk Saffian Omar joined Malaysian Airline System from 1974- 2000 and involved in Waste Management Business since. He is the founder and owner for Cycle Waste Management (M) Sdn Bhd established in 1997. He then took various challenge in this industry and involved in leading few waste management’s companies in Selangor.

He was once elected as Deputy President, Consortium for Selangor State Waste Management Contractors (PERKASA) prior to the National Privatization of Solid Waste Management Act imposed to support the solid waste management and public cleaning contractors. Today, he is committed in his NGO carrier in Waste Management Association of Malaysia to support for the better living and green environmental in Malaysia.

Hon. Secretary: Datuk Roger Tan Kor Mee

Datuk Roger Tan Kor Mee is a senior lawyer. Called to the Malaysian and Singapore Bars in 1989, he was earlier admitted to the English Bar as a barrister of the Honourable Society of Gray’s Inn, London in 1988. He holds a Bachelor of Laws (Honours) degree from Queen Mary College, University of London and a Master of Laws degree from the National University of Singapore.

He was a senior partner of Kuala Lumpur based law firm, Messrs Nik Saghir & Ismail from 1993 to 2009. Since 2010, he has been the managing partner of Messrs Roger Tan & Partners.

Datuk Roger had been elected to serve in the Bar Council between 2004 to 2009 and 2018 to 2023. He had also served as a member of the Advocates and Solicitors Disciplinary Board for two terms (2013-2015 and 2017-2019).

Datuk Roger is no stranger to public service. He has served as an external legal consultant to the Johor government and several federal statutory bodies. In the 2000s, he helped the Ministry of Housing and Local Government pro bono to revamp the housing development laws as well as laws relating to solid waste management and public cleansing.

Datuk Roger was a Commissioner of the National Water Services Commission (“SPAN”) between June 2009 to May 2017. Between March 2009 to March 2015, he was also appointed as a Board Member of Solid Waste Management and Public Cleansing Corporation (“SWCorp”).

In July 2019, the then Minister of Home Affairs had also appointed him as a member of the Task Force set up to investigate the disappearances of Pastor Raymond Koh and Amri Che Mat.

In July 2015, Datuk Roger was appointed and later reappointed by the Minister of Housing and Local Government to serve as a President of the Strata Management Tribunal until June 2022. On 22 March 2023, he was also appointed to the Panel of Experts of the Ministry of Local Government Development by its Minister.

Datuk Roger is also currently Commissioner of the Malaysian Aviation Commission (Mavcom) and a trustee of the Tunku Abdul Rahman College (“TARC”) Education Foundation.

Hon. Treasurer: Mr. Zaki Abdul Aziz Daud

He currently serves as Chief Executive Officer of E-Idaman Sdn Bhd. He has been involved in the waste management industry for more than 10 years through E-Idaman Group and Cenviro Sdn Bhd, a subsidiary of Khazanah Nasional Berhad which focuses on integrated waste management.

He is the current Hon. Treasurer of WMAM. He graduated with a Master’s degree in accountancy and, prior to Cenviro, had served in many different companies within the UEM Group as well as in Sarawak Shell Berhad.

He has 30 years of working experience in various industries covering oil and gas, property, telecommunications, power engineering, pharmaceutical and, presently, in waste management.

He completed his Masters Degree in Accountancy from Case Western Reserve University, Cleveland, Ohio, USA in 1991. Premised with his finance background, he has been involved in many aspects of corporate and financial matters of various organisations in both leadership and managerial positions

Technical & Research Committee: Mr. Zamri Abdul Rahman

Mr Zamri act as the chair for technical & research committee in WMAM and currently is Director/Practice Leader, Waste Management, Environment and Sustainability at ERE Consulting Group, which is a group member of Aurecon Consulting Group of Australia. He previously was Chief Operating Officer at Worldwide Holdings Bhd. He started his career as Project Engineer at Salcon Engineering Bhd. His academic qualification is MSc (Environmental Engineering) and BSc Civil & Environmental Engineering. Zamri has over 32 years’ experience in environment and sustainability. His expertise is in waste management, water and wastewater treatment and renewable energy. His current and immediate past projects are Circular Economy advisory, Waste-to-Energy project developments and water treatment projects.

Technical & Research Committee: Mr. Low King Hserng

Low King Hserng has been involved in the waste management and renewable energy industry for more than 25 years.

He is currently the General Manager, Renewable Energy at YTL Power International Berhad, responsible for waste, wastewater and water projects. He was previously the General Manager of Q2 Engineering Sdn Bhd, a biogas technology provider and waste management advisory company from Denmark. Prior to that, he started his career at SWM Environment Sdn Bhd.

He holds a Bachelor of Engineering (Honours) degree in Mechanical Engineering from Queen Mary and Westfield College, University of London.

He currently serves as an Exco Member and Vice-Chair in the Technical & Research Committee, and had previously served as the Auditor for the Association. He is passionate about promoting sustainable and proper waste management practices and contributing towards reversing climate change.

Special Project Committee: Mr. Mohamed Siraj Abdul Razack

Mohamed Siraj Abdul Razack was formerly the Director of Projects in Petrofac, a global leading oil & gas service provider. He has over 34 years of experience in oil & gas, environmental and the renewal energy business.

Prior to joining Petrofac Asia Pacific in 2012, he was the Senior Vice President of Wasco Energy Ltd as well as the Chief Executive Officer of Petro Pipe (Sabah) Sdn Bhd. Wasco Energy is a wholly- owned subsidiary of the Bursa Malaysia listed Wah Seong Corp Bhd, a leading service provider to the oil, gas and energy industry locally and overseas.

Prior to joining the Wasco Energy Group in 2006, he was the Chief Executive Officer of Alam Flora, one of the largest environment management companies in Asia; which he founded and set up in 1996. He was concurrently Director of HICOM Petro-Pipes, Petro-Pipe Industries and PPSC which manufactured pipes and carried out pipe coating for the oil & gas industry.

Before joining HICOM Holdings Berhad in 1996 (parent company of Alam Flora), he was the Managing Director of MMC Oil & Gas Engineering, a leading service provider to the oil and gas industry. He was also the founder CEO/Director of Gas Malaysia Sdn Bhd, a joint-venture between MMC, Petronas and Tokyo Gas which undertook the development of Natural Gas Distribution Systems (NGDS) on a privatization basis for Peninsular Malaysia.

Special Project Committee: Mr. Mahendran Ramasamy

With over 26 years of diverse industry experience, Mahendran currently serves as the General Manager, Operations at SWM Environment Sdn. Bhd. He has dedicated more than 17 years to the waste management sector, having held pivotal roles in both SWM Environment Sdn. Bhd. and Alam Flora Sdn. Bhd. His career journey began after completing a Bachelor’s Degree in Business Administration (Finance) from the National University of Malaysia (UKM) in 1998.

Throughout his career, he has demonstrated expertise across various industries including plantations, oil & gas, shipping, and now waste management. His extensive experience encompasses business development, strategic planning, and operations management, where he has consistently leveraged his skills to drive organizational growth and operational excellence.

Training Committee: Dr. Pramila Tamunaidu

Pramila Tamunaidu is a Senior Lecturer in Malaysia Japan International Institute of Technology at Universiti Teknologi Malaysia (UTM). Dr. Pramila is the pioneer researcher and Manager of the Malaysia Japan Advanced Research Centre (MJARC) located in UTM Pagoh championing waste management and transformation. She is a researcher, educator, agrarian and sociopreneur specializing in transitioning organic solid waste into valuable products and energy, championing circular bioeconomy, food security and a strong believer in the cradle to cradle concept and efforts towards zero waste. She graduated from Kyoto University, Japan with Doctoral in Energy Science and her masters and bachelors in Chemical Engineering from Universiti Sains Malaysia, Malaysia. Dr Pramila is an alumnus of Leaders in Fellowships Innovation, Royal Academy of Engineering UK and Subject Matter Expert for The Malaysian Industry Group High Technology. She has published multiple research articles, book chapters and copyrights in addition to keynote addresses and invited talks on SDGs, waste management and food security. She has also obtained many awards at international and national level for her innovations and research in waste transformation.
